17th UN/CEFACT Forum - Aug-Sept 2010

Work progress

Below is the status of the work achieved so far by TBG12 as well as the progress schedule (as recorded on CONFLUENCE) :

ODP1 : Project Proposal ; ODP2 : Requirements List ; ODP3 : 1st Working Draft ; ODP4 : Internal Review ; ODP5 : Public Review ; ODP6 : Implementation/Verification ; ODP7 : Final Release ; ODP8 : Maintenance.

TBG12 worked on the following topics:

    Search for signature of H.O.D. (Rules of 3 countries, as imposed by EXCOM)
    The project will be sent shortly to TBG17 for implementation in CCL11A.
    The project will be sent shortly to TBG17 for implementation in CCL11A.

Migration to CCTS 3.0

After analyzing CCTS version 3.0, it appears that this will not solve any of the problems that TBG12 faced with 6 messages submitted under version 2.01.

Therefore we have decided to keep recording our messages in 2.01.

Meeting with Mr. Ben Hu

In the middle of the week, we met a Chinese delegate, Mr Ben Hu from Damas International.
Initially we tried to identify the area of common interest, what was relevant to him in the work of TBG12 and how he could have joined our working group.
It appeared that Mr Ben Hu was mainly interested in building a bridge between XBRL and the TBG12.
We explained to him that, on the one hand, it was possible to use only those messages or those por-tions of the messages that he really needed and that, on the other hand, we did not have enough res-sources to assist him in his work.
His approach looks very much like that XBRL did (HARM-JAN VAN BURG).
Eventually we advised him to contact TBG17 (Mary-Kay BLANTZ).

Common meetings with other TBGs

We held a common meeting with TBG1, TBG6 and TBG19 to introduce the Bundle Collection project.

The work done by TBG12 on that message will be a basis for their work. They consider amending it for their own sector as soon as they can use this feature.

The project was also presented to TBG19.

Other meetings

We attended a meeting addressing « results on the deficiencies analysis » in the current organization.

A number of disparities were demonstrated and solutions to avoid those in the future were proposed. In the current project to reshuffle the CEFACT announced during the opening session of the Forum, it is probably not a good timing to put those solutions in practice until the new structure is approved (see next point).

Restructuring UN-CEFACT

Stuart Feder, chairperson, has presented during the plenary meeting a project to reorganize CEFACT.

To summarize, the bureau is preparing a new structure removing the TBGs as such, the stakeholders and interested sectoral organizations providing a list of experts domain of competency, under the umbrella of head of delegation and a list of project teams.

This major reorganization of the current structure has puzzled all the members present in Geneva. The main criticisms where a lack of visibility, on the one hand, on the proposed structure and how it would work, and, on the other hand, on the future of existing projects (maintenance, evolution,…) and future projects (expert coordination, self-validation,…)

We also attended a parallel session, held in the Palais des Nations, and centered on the role and work of the UNECE and CEFACT in trade facilitation and electronic commerce. Again the proposed reor-ganization of CEFACT was presented to delegates.

After these observations, an official mail (in French) was given to the French HoD:

«L'idée de promouvoir des Teams of Specialists et des Project Teams est à creuser. Mais l'exposé nous semble incomplet.
En l'état actuel, on risque de s'exposer à un rejet global.
Le self-audit est à proscrire, les essais effectués sur le terrain dans les grandes entreprises s'étant révélé désastreuses.
On peut superposer l'idée de Team of Specialists et de Project Team dans le concept organisationnel actuel.
En effet, le Plenary Management ne pourra pas gérer 250 spécialistes en direct. Les spécialistes ont le besoin et la nécessité d'échanger leur expérience entre eux dans leur domaine spécifique. En con-séquence, l'échelon intermédiaire est nécessaire. Il aura pour but de ne pas mélanger les normalisa-teurs de la norme (ATG TMG ICG LG etc.) et les normalisateurs projets (TBG), deux fonctions essen-tielles différentes.
Par contre, il convient de renforcer l'organisation actuelle en regroupant au sein de l'ICG les deux fu-sées de l'étage (il en manque un 3e) : ICG et TBG17, les deux agissant pour un audit qualité des pro-jets. Il y manque un 3e étage qui consiste à auditer la qualité du message dans son environnement : en effet, il a été observé trop souvent l'indépendance des fonctions voir l'hermétisme de certains TBGs. Ce 3e étage permettrait de compléter le contrôle qualité dans le cadre d'un BSP complet (pas l'actuel, car est une procédure incomplète).

The 18th UN-CEFACT Forum will take place in Bogota (Colombia) in April 2011.

Given the political instability of the country, TBG12 will not participate.
